In conjunction with the federally mandated Institutional Review Board (IRB), the Protection of Human Subjects Committee (PHSC) works to assure the protection of human research participants and to ensure SHSU's compliance with the laws and regulations governing human subject research. Any human subject research conducted by SHSU faculty, staff or students must be reviewed and approved prior to being initiated. Also, any other party wishing to conduct research using SHSU employees or students as subjects must secure authorization prior to recruiting participants.
Announcements to all faculty, staff, and students:
(1) New Notice for Faculty and Students: On January 17, 2013, SHSU’s Institutional Review Board approved of new ethics training for Human Subjects. Effective immediately, all faculty and students who will be submitting an IRB application for projects involving Human Subjects will now take the following course (dependent upon their respective university status):
- Social and Behavioral Research Students
- Social and Behavioral Research (for Faculty)

(2) New Notice for Designated IRB Reviewers: As you may know, the IRB application process has been moved to the new SamWeb form system. If you are a previously designated approver, a Department Chair, or the Dean of a College, you now have access to approve submitted IRB forms online.
Each IRB form has an approval chain that designates the list of people who must approve it prior to the form being marked as approved. An example of an approval chain is shown below.

Upon the submission of a Regular Initial application the form must always route through this list and retrieve approval from each designated reviewer. As Sharla Miles is designated twice at differing points, she must also approve the form twice at those points in the timeline.
If any approver on this list were to deny the application it would stop routing through the chain and would be returned to the original submitter (PI).
If an approver finds that data within the submitted form must be updated prior to approval being granted they may return the form to the original submitter (PI) with a note that reflects the necessary requested changes. The form submitter (PI) will then need to resubmit the form once they have made those changes.
If a form is resubmitted, this restarts the routing and approval process with the first person in the approval chain. While this may seem unnecessary at first, the system does this in order to protect previous approvers from situations in which the form is changed significantly by the submitter (PI). In those cases it may be that someone who previously approved of the details within the application may not approve of the new changes. This process gives them the chance to review the modified form before allowing it to progress through the chain.

(4) In an attempt to streamline the application process (and hopefully the review process), the Lay and Scientific Summaries in the Regular Initial and Thesis/Dissertation IRB Applications have been merged into one summary, now called Research Summary.
(5) IRB Reviewer Worksheet - This "rubric" was prepared to facilitate the PI's completion of an IRB application.

Required Training–CITI Course in the Protection of Human Research Subjects
This training must be completed by all SHSU faculty/staff members submitting an application to the IRB, or who are supervising students submitting an IRB application, and by all students submitting an IRB application. The link for the CITI website is in the Certification and Compliance section of this website.
The CITI training is completely web-based and self-paced. It consists of a number of course modules followed by short multiple-choice quizzes. Modules do not have to be completed in one sitting. Applicants register themselves, can access their records at any time, request new passwords, and print out their own completion report. Course curriculum for SHSU students is Social and Behavioral Research Students and takes about 3-4 hours to complete. Course curriculum for SHSU faculty is Social and Behavioral Research (for faculty) and also takes about 3-4 hours to complete. It is not necessary for applicants to repeat the CITI course every time they submit an IRB application. The applicant’s completion report will remain on file in ORSP.
